Virginia has established the Virginia Petroleum Storage Tank Fund (VPSTF) to help pay for the cleanup of contaminated soil and groundwater. The purpose of the fund is to provide reimbursement for eligible owners/operators for cleanup costs in connection to petroleum storage tank release and for costs incurred for third-party bodily injury and property damage.
The fund is administered by Department of Environmental Quality (VDEQ) and the primary revenue source is a 0.6% state fee on regulated petroleum products, including gasoline, aviation and motor fuel, diesel fuel, kerosene and heating oil.
Instead of requiring the owner to pay for cleanup out-of-pocket and wait for reimbursement, the VDEQ has simplified the process by allowing the owner to assign the reimbursement payment directly to a company such as Greene Environmental.
When eligibility for the fund is established, Greene Environmental will finance all corrective action activities required by the VDEQ.
